Is their a limit to Macromedia flash?

yeah i think there is a limit, i have done some basic game programing in actionscript within flash and its reli hard ,complex and time consuming for even simple instances, it may be possible to make a game like burnout in flash but it would make much more sense for the developers to use a program that makes the script for them and they import textures picture etc into the actual program also this way they can put copy protection on their games and it would play on all pc's not just those with adobe flash player, i hope this helps mate :)
