Why didn't the Democrats act before it got to this point.?

The Democrats have controlled Congress for 3 years now. They could override Bush on partisan vote only. How come they didn't work on this before this happen. You can't just blame the Republicans only. Democrats had to either close their eyes to what's going on or were party to the problem more than they are willing to admit.
