I dont get it - I overheard my 11 year old cousin tell his friends something weird?

If an 11 year old tells his friends he's really ticklish, he's practically asking to be tickled until he's red in the face. He's telling them he's not ticklish so he doesn't get tickled all the time because his friends think it's hilarious to watch him scream like a girl.
